Does leaving things plugged in but off waste electricity?

Someone was telling me that it wastes electricity if things like your television, a lamp, your computer, etc are left plugged in when they are off.


Does anyone know if this is true?

If it is true, just how much electricity are we talking about wasting??? Does it really add up to much over the years?
